Tornà a Barcelona, on es llicencià en dret i desenvolupà una intensa activitat política que el portà a militar en el possibilisme castelarià i després en el Partit Republicà Progressista de Manuel Ruiz Zorrilla. Més tard s'apropà a José Canalejas i, finalment, ingressà en el Partit Reformista de Melquíades Álvarez. Entre<span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> el 1892 i el 1902 es consolidà com a autor dramàtic d'èxit comercial amb l'estrena d'una vintena d'obres, moltes de les quals al Teatre Romea i al Novetats. Inicialment es dedicà al conreu de la comèdia amb peces com </span><i>El dia del judici </i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;">(1892), </span><i>20$ per endavant</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1892), </span><i>Carlos I</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1893) o </span><i>Trampes</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1896) i, fins i tot, publicà algunes paròdies d'obres d'èxit com </span><i>La Nana</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1893), </span><i>Mariana</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1892)</span><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> de José de Echegaray o </span><i>L'ànima de canti</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1895), paròdia de </span><i>L'ànima morta</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1892) d'Àngel Guimerà. D'aquesta primera època també en destaquen els drames </span><i>L'hereu del mas</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1893), </span><i>La mel</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1899) i </span><i>L'àliga negra</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1899). Aquests mateixos anys signà amb pseudònim una peceta titulada </span><i>Por querer ser disputado</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1896), dedicada a les trifulgues electorals en l'elecció de diputats a Corts al districte de Vilanova i la Geltrú. En el tombant de segle, influït per la moda del teatre d'idees, es dedicà al conreu d'un teatre d'un cert regust social, això sí, des d'una perspectiva moderada i conciliadora en termes classistes, fet que li costà més d'una rebentada per part de l'esquerra, amb peces com </span><i>Els minaires</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1900), </span><i>Gent de vidre</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1901) i </span><i>Riu avall</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1901). Igualment, en aquests anys publicà una de les escasses peces que tracten el tema de les guerres colonials des d'una perspectiva catalana, </span><i>Retorn (El repatriat)</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1898). Poc després marxà a viure a Madrid, on fou un dels organitzadors del Centre Català i on prosseguí la seva carrera teatral amb obres en castellà com </span><i>Como debiera ser </i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;">(1909) i </span><i>La fe que muere</i><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1909). A més, e</span><span class="text-petit sense-estil" style="color: #000000;"><span style="font-size: small;">s dedicà a l'escriptura de llibrets per a sarsueles com </span></span><span class="text-petit sense-estil" style="color: #000000;"><span style="font-size: small;"><i>El parador de las golondrinas</i></span></span><span class="text-petit sense-estil" style="color: #000000;"><span style="font-size: small;"> (1903), amb música d'Amadeu Vives, i </span></span><span class="text-petit sense-estil" style="color: #000000;"><span style="font-size: small;"><i>Lucrecia</i></span></span><span class="text-petit sense-estil" style="color: #000000;"><span style="font-size: small;"><span style="background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;"> (1907), amb música de Martí Termes.</span></span></span></p>
dc.description<p class="western" style="margin-bottom: 0cm; background-image: initial; background-attachment: initial; background-position: initial; background-repeat: initial;">La trajectòria de Manuel Rovira i Serra reflecteix els canvis i mutacions operats en la dramatúrgia catalana del canvi del segle. En la seva obra hi conviuen els gèneres populars purament vuitcentistes, que havia cultivat els primers anys de la seva carrera i que perviuran amb bona salut més enllà del tombant de segle (paròdia, sainet, etcètera), i hi incorpora un teatre polític d'inspiració social molt proper en essència al teatre d'idees. Així i tot, no deixarà de ser un dels autors d'èxit més habituals a l'escenari dels teatres Romea i Novetats.</p>
